Paul graduated with Honours in Civil Engineering from Swansea University. He worked in the private sector for 20 years before entering the Welsh Development Agency in 2000, to develop and deliver a number of Supply Chain projects, one of which led to what has now become Construction Futures Wales; a business support programme bespoke to the industry in Wales.

Construct Wales, a precursor to the current programme was delivered in 2007, at a time of great change for the industry just after the Welsh Development Agency merged with Welsh Government. Paul took over the complete management role of Construct Wales (2) throughout 2009 and 2010 and forged a Memorandum of Understanding (MOU) between Welsh Government and CITB in Wales at that time to deliver a very successful phase of support to the industry in Wales, before leaving Welsh Government to move onto pastures new in July 2011.

Paul then worked for CITB during the development and Procurement phase of the current programme from June 2013 to present, managing the day to day delivery as part of that process
